The Security Industry Association (SIA) Quarterly Technical Update (QTU) presents information about a number of industry-impacting developments (such as the FIPS 201 standard) and their related technical issues. As a result of the September 11, 2001 attacks, President Bush ordered in August 2004 the Homeland Security Presidential Directive-12 (HSPD-12). Entitled “Policy for a Common Identification Standard for Federal Employees and Contractors,” it directed the promulgation of a Federal standard for secure and reliable forms of identification for Federal employees and contractors.
